C-293, the Pandemic Prevention and Preparedness Bill has the potential to grant Public Health the power to govern Canadians under the guise of pandemic ‘prevention.’  https://www.parl.ca/legisinfo/en/bill/44-1/c-293 


The Bill engages all levels of government and Indigenous communities (2)(c). As it currently stands, the Bill lacks definitions of any key terms. Without setting limits over how far a government can choose to go forward, the Bill as the potential to grant omnipotent power to governments to change land use (2)(m)(i), foods you can eat (2)(l); (2)(o) and by potentially impacting essential workers (2)(i)(2) and commercial activities (2)(l) the Bill opens up the potential to create a government-controlled economy to reduce any ‘risk,’ another term not further defined, of a Pandemic. With such broadly open verbiage, for example if it were decided that pets are the vectors of illness, there is nothing preventing draconian measures being taken to reduce ‘risk’ (2)(b). Clarity, fairness, reasonableness are hallmarks of good laws. Bill C-293 has none of these. Without narrowing the scope of various terms through the provision of clear definitions, this Bill has the potential to dangerously hand over broad powers to the Ministry of Health as well as to some undefined pandemic coordinator working out of the office of the Public Health Agency of Canada.


This Bill allows the World Health Organization (WHO) to make agreements with Public Health directly (2)(o), attempting to eliminate jurisdiction of the courts and the constitution. It allows Public Health control over communications infrastructure, instituting interlinking surveillance. (2)(g)


Once enacted, Sections (2)(a) to (2)(j) of Bill C-293 have the potential to impose mandatory medical treatments, explicitly controlling your personal autonomy and impacting your privacy. Section (2)(p) illustrates the government being able to affect your freedom of movement while Section (2)(m) allows for the expropriation of farms and other property and the potential relocation of rural and urban dwellers (to 15 minute cities), for absurd reasons like ‘deforestation increases the risk of pandemics.’ Even with the absurd grants of power listed so far, C-293 still gives more powers ‘as appropriate,’ not further defined.


C-293 alters everything we now know about Canada. There is a serious concern that this Bill alone will change forever how Canada is governed. No other bill represents such a clear threat to Canada and the rule of law given the complete absence of definitions of terms coupled with its comprehensive overreach into every aspect of life.


This Bill is on the cusp of being enacted. It has been passed by the House and has had first reading in the Senate. To prevent this dangerous Bill from becoming Canadian law, please take the following actions.
